QC Team Edition can handle up to 5 projects with up to 900 users per project and is ideal for small to medium-sized teams.

Express Edition:

Express Edition is similar to the Team Edition but designed for smaller teams or organisations. It provides a subset of the features available in the Enterprise Edition and limits the number of users and projects compared to other QC versions.

I recommend looking at Team Edition instead of Express unless you must have an on-premises solution.
